What does implicit belief mean?

It means believing wholly in the things that our Prophet conveyed to us from Allah.

If a person says:

“La ilaha illallah muhammadun rasulullah” by knowing the meaning and approving, he believes wholly.

That sentence is called tawhid. The meaning of it is as follows:

La ilaha illallah: There is no god but Allah.

Muhammadun rasulullah: Muhammad is His messenger.

From Muadh bin Jabal:

The Prophet said,

–O Muadh! Do you know what Allah's Right upon His slaves is?

–Allah and His Messenger know best.

–To worship Him (Allah) Alone and to join none in worship with Him (Allah).

Do you know what their right upon Him is?

–Allah and His Messenger know best.

–Not to punish them (if they do so).

 (Bukhari/Tawhid 1; Muslim/Iman 48; Tirmidhi/Iman 18; Ibn Majah/Zuhd 35)

According to the hadith above, the aim of the creation of man is to worship Allah by having the belief of oneness and not to join anyone in worship with Him. Allah promises not punish a person who  lives accordingly.
